The proposed pollution prevention planning requirements were published in the Canada Gazette June 7, 2003. The requirements state that if a wastewater collection or treatment system discharges into surface water and has:

  • An annual average effluent release to a receiving body of water of 5000 m3/day;
    AND has a
  • concentration of TRC in the release exceeding 0.02 mg/l at any time during 2004;
    OR a
  • concentration of ammonia nitrogen exceeding 16 mg/L at any time during June 1 - September 2004; and the depth of water over the release point is 15 x the diameter of the discharge pipe or the diameter of a diffuser port in the discharge pipe at any tine June 1 - September 2004;
    OR an
  • effluent release to fresh water and the concentration of ammonia nitrogen in the effluent exceeds 16 mg/L and the pH of the surface water upstream of the release point exceeds 7.5 at any time during June 1 - September 30, 2004.

it must develop and publish a Pollution Prevention Plan stating how the release of ammonia and chloramines is to be reduced. CWWA has developed a FLOW CHART to explain these requirements.

The notice states the following definitions:

"surface water" means a lake, pond, marsh, spring, stream, river, estuary or marine body of water, or other surface watercourse.

"wastewater collection system" or "wastewater treatment system" means any works for the collection, transmission, treatment and release of wastewater or any part of such works.

CWWA has also prepared a flow chart explaining the time lines suggested in the Notice.
