CWWA Committees

CWWA has established both Networks and Committees on key subjects of interest to members and non-members.
Committees are composed of members only. An exception will be made to include chairs of parallel committees from Member Associations.
Committees are intended to provide a pool of experts CWWA staff can consult with when developing policy and position statements on key issues. Committee members provide advice and expertise on technical matters. Committees are also intended to represent member interests on technological issues.
Each Committee is headed by a Chair who is responsible for identifying key issues to the staff leading any Committee meetings, and aiding in the clarification of Committee positions.
CWWA has developed an Administrative Policy for its Committees that outlines the difference between our Committees and Networks, as well as describes the procedure for meetings, and adding new members.
Wastewater and Stormwater Committee

Terms of Reference
The purpose and function of the Effluent Discharges
Committee is to:
- monitor developments in Canadian (federal, provincial,
or inter-provincial) legislative initiatives or programs
affecting all discharge situations from municipal water
or wastewater infrastructure;
- provide assessed and balanced information flows on developments
in legislation to CWWA Members and Member Associations;
- provide commentary and advice to federal or national
bodies on the nature and impacts of legislative or program
initiatives;
- assist CWWA act in its role as the national voice on
water and wastewater matters; and to
- promote Canada-wide adoption of a common policy on handling
discharges of all kinds from municipal infrastructures
and sources that would recognize provincial/territorial
specific differences.
National Water Efficiency Committee

Chair: Kevin Reilly, Capital Regional District, BC
Terms of Reference:
The purpose and function of the Water Efficiency Committee is to:
- identify water efficiency research and technology needs and to facilitate and/or promote the required research and technology development;
- undertake independent, quality assured research of water efficiency/use technology and water efficiency programs;
- communicate to stakeholders and the general public the findings of any research projects or initiatives undertaken by the Committee;
- publicise and utilise the results of research projects to influence the development of more progressive water use/efficiency regulations and policies at all levels of government; and
- work collaboratively with governments (municipal, provincial and federal), the private sector, academia, water efficiency organizations and non-government organisations (NGOs) to advance and promote water efficiency.
Drinking Water Quality Committee

Terms of Reference
The purpose and function of the Drinking Water Quality Committee
is to:
- monitor and review amendments proposed to the national
Guidelines for Drinking Water Quality produced by the
Federal/Provincial/Territorial Committee (F/P/T);
- to provide advice to members on drinking water quality
matters;
- to work with other organizations to ensure guidelines
are developed where appropriate to address human health
issues (e.g. water reuse, irrigation, etc.).
Water Protection Information Committee
Chair: Carl Yates, Halifax Regional Water Commission
Terms of Reference
The purpose and function of the Security Committee is to:
- Support CWWA in its work with international and domestic
security agencies e.g. Public Safety and Emergency Preparedness
Canada (PSEPC) to ensure all municipal systems have access
to the latest security information;
- to provide the CWWA staff with guidance in developing
a Security Network
Biosolids Committee
Chair: James Archibald, Stantec Consulting
Terms of Reference
The purpose and function of the Biosolids and Sludge/Septage
Committee is to:
- work with CWWA staff and federal departments on issues
related to biosolids/sludge and septage management as
they may affect municipal systems, for example reporting
for NPRI;
- work with Member Associations on technical and specific
jurisdictional issues as requested.
Energy Committee
Chair: Sean Bolongaro, Associated Engineering
Terms of Reference:
- Provide leadership and a knowledge sharing forum for discussion of energy optimization in Canadian water and wastewater systems
- Support CWWA in its work with federal departments and organizations to promote energy recovery, reduction and heat exchange projects where appropriate.
