Clean Water, Green Jobs: A Stimulus Package for Sustainable Water Infrastructure Investmentshighlights the economic benefits of investing in water and wastewater infrastructure. It was submitted to the Canadian federal government in anticipation of the January 2009 budget by the Forum for Leadership on Water ( FLOW ), the Canadian Water and Wastewater Association (CWWA), the University of Victoria 's POLIS Project on Ecological Governance, and the Alliance for Water Efficiency ( AWE ). The group asked for $4.5 billion to repair and upgrade water and wastewater infrastructure, increase water efficiency programming and invest in green infrastructure. TheRegion of Waterloo initiated a pilot project to replace pre-rinse spray valves in ten area facilities.

Data collected at each of these ten sites included:
