The Canadian Water and Wastewater Association (CWWA), with the support of Environment Canada, released a Directory of Sources of Contaminants Entering Municipal Sewer Systems. The Directory is aimed at helping to identify the potential industrial, commercial and institutional sources of contaminants entering municipal sewage treatment plants (STPs.).
The control and reduction of industrial contaminants entering a municipal sewer system should be a vital component of any wastewater treatment and disposal process. Municipal STPs are designed to function within specific parameters and loadings, and may not be able to deal with the toxic chemicals, metals, extreme pH or temperature ranges of waste streams form the ICI sector. Knowing what type and volume of material is being discharged into the wastewater flow by different industrial and commercial activities will allow wastewater managers to control pollutants at the source. CWWA hopes that this Directory can be used to help focus pollution prevention or by-law enforcement programs as well as helping to narrow the range of laboratory analysis that may be needed for a given effluent. Wastewater managers will now have a useful starting point in identifying the sources of pollutants and controlling what enters their sewer system.
A Guide to the Economic Appraisal of Alternative Metering Investment Strategies
Meters Made Easy was prepared by the Canadian Water and Wastewater Association to help system owners and operators determine whether the introduction of meters is likely to produce long-term savings in their community. It is a tool that permits a system owner or operator to analyze the costs and benefits of installing meters in their system. It is intended for use in communities that vary greatly as to the number and mix of customers served and the age and condition of the systems.
Using MS Excel, the computer model is very flexible -- the degree of system detail that a model user supplies can vary greatly, but because of the "default" values available in the program, the result (even when some data are not available from local sources) still will provide a basis for sound decision-making.
Meters Made Easy will also prove extremely useful to those who have already decided to embark on a meter installation program and want to tailor the installation process to ensure the least cost and the greatest return for their circumstances.
Meters Made Easy uses Excel to:
. Estimate how capital requirements can change as a result of metering-induced conservation in water consumption;
. Develop a detailed multi-year plan for the purchase, installation and operation of water meters;
. Quickly examine the trade-off of costs and benefits associated with different water metering proposals.
PLANNING FOR WATER METERING SPELLED OUT IN PLAIN ENGLISH AND AN EASY-TO-USE COMPUTER TOOL .... Meters Made Easy can quickly:
. Identify alternative metering investment possibilities in a service area
. Determine the financial and economic returns associated with each alternative
. Plan and schedule an appropriate water metering investment program
. Identify the latest metering equipment and installation approaches
. Determine the full costs of each alternative
. Determine the extent to which metering will encourage conservation
. Determine the extent to which facility expansion and debt requirements will diminish in response to metering-induced conservation.
Municipal Water and Wastewater Rate Manual
Produced in a 3-ring binder, 8½" x 11" format, this publication introduces a new and alternative approach to traditional and current rate setting methods. The manual focuses on full cost recovery for both water and wastewater services, and is based on the concept of "economic efficiency".
A computer model for rate setting accompanies the manual. It is a user-friendly modular spreadsheet, adaptable to individual needs. A tutorial version of the model demonstrates the sample rate calculation in the text. The model departs from conventional North American practices in two important ways:
. cost categorizing is less detailed
. revenue requirements are more forward-looking
Features and highlights of the manual and model include:
. revenue generation sufficient to accomplish self-financing
. 10-year capital planning to calculate rates
. rate setting policies to encourage water conservation
. adaptability - very small to very large municipalities
. flexibility for variables - flat rates, extra strength sewage, etc.
The rate model with tutorial is available on a single diskette, either 3½" or 5¼" size, designed to run on any IBM-PC compatible computer with at least 640K memory and Lotus 1 2 3, Version 2.2 or later.
Municipal Water and Wastewater Rates Primer
This monograph is a primer on rates and rate setting. It provides an overview of key topics on rate setting and outlines a basic approach to rate setting. The publication of this primer was motivated by changes influencing the rate setting and cost recovery practices of municipal water and wastewater authorities in Canada. It encourages reliance on user pay strategies as the most important available tool for cost recovery, and it recognizes the role that water and wastewater rates play in promoting water efficiency to manage the demand for service and the costs of providing that service!
The CWWA published a Rate Manual in 1993, the Municipal Water and Wastewater Rate Manual. This Manual provides a Canadian perspective on rate setting and promotes a simplified approach to rate making. It discusses the methods and theory underlying the logic and process of rate setting and comes with a fully documented rate setting software model. The CWWA approach to rate setting establishes three principal goals: full cost recovery, the equitable distribution of costs among customers and the efficient use of both water resources and financial resources.
The CWWA approach draws on the popular AWWA rates manual for ideas on method but deals with both water and wastewater rates and recommends a different overall approach. Instead of the declining block rate structure, the CWWA promotes a two part rate structure featuring a constant volumetric charge plus the familiar meter charges that vary by size of service. CWWA's simplified approach to rate making requires less information than declining block rates. Moreover, it is a forward looking approach that encourages water efficiency. This primer discusses water and wastewater rate policies, describes information required for rate making, explains and demonstrates rate setting calculations, reviews how rate setting fits into longer term financial and capital planning cycles and closes with a brief review of the implementation process for new rates.

Questions d'actualité en matiére de gestion des eaux potables et usées à l'échelle nationale au Canada
Les gestionnaires et les opérateurs de systèmes d'eaux potables et usées se heurtent à des problèmes complexes sur de nombreux fronts. L'Association canadienne des eaux potables et usées considère donc qu'il est de son devoir d'aider ceux-ci par une série de notes de documentation sur la gestion actuelle et sur différents sujets entourant leurs activités qui sont de nature ou de caractère national (c'est-à-dire fédéral, interprovincial ou général).
Ces notes de documentation se veulent concises et précises; elles ont pour but de donner aux membres une vue d'ensemble du sujet, en leur fournissant quelques données générales, l'information scientifique appropriée ou tout autre information pertinente et, s'il y a lieu, quelques indications sur la façon d'ajuster leur mode de gestion à la situation exposée ou aux exigences précisées. Le Cahier de documentation renferme l'essentiel de l'information sur différents sujets : non seulement constituera-t-il un point de départ au moment où l'on aura besoin de tel ou tel élément qu'il contient, mais il pourra en outre servir à familiariser les gestionnaires, les autorités élues et le nouveau personnel avec les sujets qui y sont présentés. On y trouve, de plus, des renseignements sur les organismes ou agences fédéraux ou nationaux dont certains programmes ou services peuvent être utiles à nos membres.
Des modifications au contenu seront apportées et distribuées tous les trimestres ou semestres.
