The Manitoba Public Utilities Board
Mission: Regulation of owners of monopoly services is intended to be a substitute for competition in Manitoba ensuring that the interests of both the regulated entity and its ratepayers are protected. This means that given a level of service, ratepayers should only pay a rate commensurate with that service level and only a rate that allows a reasonable return to the shareholders for privately held entities and sufficient revenues for public entities to maintain a minimum level of retained earnings.

National Research Council of Canada
Goal: Helps municipal engineers make better decisions on the maintenance, renewal or replacement of existing buried systems, using and developing new and improved technologies.
Focus: Performance of trunk and water-main distribution systems, and small and large-diameter drainage pipes and sewers, usually of cast iron, ductile iron, PVC, plastics or concrete (reinforced or prestressed).

Dept. of Northwest Territories Municipal and Community Affairs
Mandate: To provide community governments with the support to deliver public programs and services essential to good community life, to assist with the development and maintenance of community governments, and to provide the resources necessary to achieve community government goals.
We work with each Northern community through Headquarters and through our Regional Offices to support community governments to be more self-reliant, responsible and accountable. The ultimate goal is to improve the quality of life for Northern residents.
MACA's Regional Offices deliver the department's front-line services to community governments. Regional offices are staffed to carry out all of the department's functions.
